As for "big oil", no that isn't it at all. First, they lowballed the price; they would have never been able to deliver for the numbers they claimed. Since they couldn't talk the government into committing to the project they had to give it up since the economics just don't work in a world moving inexorably towards ever cheaper renewables. The government wants to spend the money they have on transmission to enable wind.
