so they can eventually install some form of AC. I have friends there who spent weeks collapsed under a fan with ambient temperatures between 110-125.

Solar makes a great deal of sense there as it does in this part of the country. The problem is getting utility companies to upgrade infrastructure enough to accept it into the grid.
