Germany's ramp-up of wind barely changed at all in response to Fukushima... because they had already decided to shut down their nukes in the future.

The only real impact of Fukushima on Germany's power generation is that they burned more coal... and will continue to do so for many years (since they have more nuclear capacity yet to shut down than the have closed since 2011).
