It refutes hyperbolic expansion of claims. The very premise of the article proves this. Who on earth is claiming that the end of renewables is nigh? Why do we need an article defending as false a statement that nobody has ever claimed to be true?

When the article recounts things that are actually being said... it admits that they are true:

Yes, the CDU and FDP have reached an agreement. Yes, the proposed cuts are severe. Yes, they are more severe than expected. Yes, the industry is howling and there was a demonstration this week in Berlin attesting to that. These are the facts.


When it does "directly refute" a claim...

No, this isn't the end of the world. No, it's not the end of renewables in Germany — nor is it the end of Germany's feed-in tariff policy.


... it only refutes straw men.
