1. Does La Nina and El Nino create different conditions than in the Southern Hemisphere?

Since they seem to be seasonal events in North America (Northern Hemisphere) created by ocean warming or cooling which expand past the hemispheres, and the seasons are reversed?

I'm curious and am hoping that you or someone from Australia, New Zealand, etc. will know. Since this is a piece from Australia and may be more about what they have suffered in recent years.
