This has been kicking around since the '40s: The previous version was http://www.disastercenter.com/laworder/12919.htm signed by Clinton in '94. But it's now out of date (no reference to DHS, for example) so a new one has popped out. It's reasonable to question if the whole malarkey is needed, but Obama signing one now is no reason for a brown alert. There's some threads kicking around GD for the interested.
