1. Probably not a good thing. The military is more restricted legally in what it can do,

from what I understand, which might serve as a built-in protection against abuse and overreach of secret drone operations. Odd that they put it as the DoD not having an "appetite" for taking on more drone responsibility--killing is their business, after all.
