We have a program whereby people who invest a half million or a million in certain enterprises can get a green card. Canada has a similar program.

And so do countries in Europe do this, as well:

In fact, several EU member countries offer residence permits that include the right of movement within the Schengen Area in exchange for steep fees. Using these offers, which circumvent the EU's strict aslyum and immigration rules, the governments of Greece, Spain and Hungary all seek to lure investors from around the world. With the offer of citizenship, the Maltese government is going a step further.


The Maltese are simply saying, not only will we give them papers, we'll take ownership of them, as well. I have to say, I think their scheme is more honest--they are selling a commodity and they are making no bones about it. I wouldn't be surprised if they get a few takers from China and Russia.
