I actually have volunteered for one of the organizations involved in the balloon drops and they provide useful information to the people in North Korea as to what is going on outside their country. The people do have some information and are able to watch TV programs and movies. Some have traveled in and out of North Korea over the Chinese boarder either to do business or visit relatives.

My understanding is that North Korea threatened to shoot the balloons down if they were launched and South Korea prevented the group from launching them in the usual place. The group went instead to another place (up above Incheon) and instead launched them there.

Now my opinion is if the North Koreans wanted to open fire, let them. Two things about them opening fire would be detrimental. A) the balloons would still bust and the literature could spread over a wider area and b) the shooting of the balloons could be construed as an act of war. Either way it would be an idiotic move on the part of North Korea.
