What do you believe that he is talking about there?

It wasn't "There was a time when my daughters did not have the same opportunities as somebody else’s sons."

He's talking segregation. Jim Crow.

He used his daughters in that instance as well, bringing them up in reference to America's previous racial divide.

'Those of us in the United States understand that change takes time, but change is possible. There was a time when my daughters did not have the same opportunities as somebody else's daughters.'
