12. wasn't there a mention by the President in the second debate?

or was it the VP debates? I am thinking when they subject started out on something to do with women or abortion and there was this comment about marrying who you love. I could be mixed up but I remember thinking the thing robme said was so "dog whistle" - kids need to have a mother and a father or something like that...
