It is the RCC covering their asses because being homophobic is no longer acceptable in countries like Germany, Canada, and the US.

It is an attempt to fool people into thinking they are being more accepting and tolerating without actually doing so in a desperate attempt to lessen or stop the people leaving the church.

The church refuses to change, so they are just stepping up a PR offensive to win back those who so desperately want to stay/go back. Nothing more.
