HillWilliam was the host who locked the thread. He locked it in consultation with other hosts (it wasn't clear to me whether they were other hosts of this group - or other hosts of other groups). I have had several good exchanges with him about my thread. When I sent a follow-up note, he told me that currently we have no host.

I do not believe he was required to consult with anyone, but do I appreciate that he chose not to make the decision alone. That is a better practice, in my opinion.
