9. Steam it just long enough to make the leaves pliant enough to roll

I usually do one leaf at a time in a steamer basket. After the first leaf, I generally know how long to do it for subsequent leaves. A covered skillet can also be used, just take it off heat when the leaves have started to soften so the last ones you use won't be mush.

I tend to like veggies undercooked rather than overcooked, and the stuffed cabbage leaves will continue to cook in the oven or in the sauce.
