I grew up in N Scottsdale, I've seen owls and hawks w plenty of animals/snakes, but none bigger than a rabbit.

That far north it gets more rugged and mountainous, around Pinnacle Peak/Troon. Could easily be an eagle.

Regardless, glad that pup is ok. This sort of story is the stuff of a dog owners worst fears. At least this dog owner.
