be intentionally starting a feral cat colony. Only an idiot would cause all of that pain and misery unless they are just purposely cruel. If you cannot afford to help this cat call friends of animals and they will issue you a certificate for a free neuter/spay. The owner is irresponsible at best and if the cat isn't vaccinated in an area with rabies he is criminally negligent.
