We have a paramilitarized police, equipped with military hardware, to put down local faction.

We have a panopticon of surveillance, that apparently the majority are buying into.

The next is a charismatic leader to convince 5% of the population, mostly police and military to follow them.

Welcome to Fascism, which unlike F. A. Hayek's perversion, will come from a conservative source.
