Remember, a person must get to and from these "safe" places.
As an example, you are going to a sporting event. Very safe location, with security, metal detectors, police presence. Add to that the fact that a stadium is probably the most indefensible place in the world if you needed to use a firearm.

The problem is the neighborhood OUTSIDE of the stadium is high-crime, so locking a pistol in the car would be stupid, and you are disarmed walking through this high crime area.
So although you may not "need" a gun in the place you're going, getting there is a different matter.

In CT, casino's are tribal lands, and posession of a firearm is prohibited.
They allow you to check your firearm with security. I don't know if this option was available in this case.
