it said the same thing about the 1st Amendment. What it basically said that the BoR (in this case, the 1st and 2d Amendments) applied only to the federal law, that a state can limit any of them as they wanted.

The First Amendment right to assembly was not intended to limit the powers of the State governments in respect to their own citizens and the Second Amendment has no other effect than to restrict the powers of the national government.

The same ruling also made the civil rights laws in that era unenforceable.
