73. What risk?

Cops know that those that take the time and spend the money to get the CCW, the citizen isn't likely to draw down on them and engage them in a gunfight and most CCW'ers I know, and a lot of my collegues carry off duty, are lawful citizens who are extremely polite and do what they can to avoid a confrontation.
Cops are aware that it's not the lawful citizen they need to worry about, it's the criminal element who doesn't care about the CCW laws and will carry illegally and will more likely engage the police in a gunfight.
