Even when they are in transit with a connecting flight. Didn't used to be like that, you could transit in the international section of the airport without a visa. Now you also need a visa just to touch the holy ground. The US has become one huge concentration camp since 9/11. I guess UBL won, if his aim was to destroy a way of life and America's image of freedom.
I can't count the number of good people I've met since moving to Mexico, who have been taken from their families and sent to a country many were unfamiliar with, just because they were born in the wrong place.
