3. It seems to me that "feeling" safe is not the same as "being" safe.

"Feelings" are a poor foundation on which to base any public policy.

Interesting thought process:
"We must be able to arrest people before they commit crimes."

What "people" would that be? And what would be the basis of the arrest (since they haven't yet committed a crime)?
