His problem, as I see it, is taking a historic arm, and making a permanent modification to the magazine, severely destroying the collector value of the piece. Therefore, it would "harm" him, by reducing the investment value of it. Like buying a house with a swimming pool, and the community passes an ordinance banning pools, and you have to have it filled in. Cost of filling the pool, plus loss of market value, is "harm".
