The scope of the RKBA is still being defined, but even so, breaking preemption is going to be abused as far as it possibly can. I think a LOT of people forget that carry is not the only issue involving guns outside the home. I've never carried, because it's illegal here, and our Jim Crow permit system is designed to exclude most citizens. What DOES affect me, though, are local regulations on the simple transportation of unloaded firearms. We have enough problems with grandfathered local laws and discretionary "gun-free zones" which may or may not make it a criminal act to drive on the highway with an unloaded, cased rifle in your trunk.
