Do you have any remedies for this kind of action beyond the rule the vast majority of hunters/shooters abide by:

Be sure of your target and know what lies beyond?

What proposals do you have that would FURTHER reduce the number of hunting (I guess this would qualify as hunting) accidents which have been going down for many years, now? Do you have any model legislation? Who would it apply to? (For example, wearing hunter orange has been required for years, and has been credited for helping to make hunting safer.) Currently, hunters are required to wear the color, but not those who are in the same area as hunters and NOT hunting.

Here are incidents worth discussing:

I regularly hunt the Granger Wildlife Management Area north of Austin, TX. I am required to wear hunter orange when hunting squirrels, feral hogs, and rabbits (exceptions are for migratory game birds in this WMA), and was doing so one day. I encountered a group of kids playing paintball "combat" in the river bottom. They were NOT required to wear hunter orange (in fact, they were wearing full camo), and I was; but they were more in harm's way than I. Similarly, I was scouting for a future deer hunt in the Balcones Canyonlands Wildlife Refuge (federal, again near Austin), and encountered a group of 20 Sierra Club members. Again, I was wearing hunter orange (even though I was prohibited from carrying a gun, even on a scouting trip), and they were not required to wear same. Does this make sense?
