... at the time of the writing of the Constitution, sailors headed to the South Seas would stockpile nails to use as barter with native women for sex (because of the rarity of nails in the South Seas).

So, anyone with more than a specified amount of nails could successfully be prosecuted for conspiracy to prostitution.
