3. It's hard to control where parts come from.

I was working on a US Navy contract. Our company paid a subcontractor to build a unique part. When we received the part, it was obvious it came from China. The sub just took a cut and subbed to a cheaper Chinese company. Although it was legal and nothing was compromised, we were surprised.
