1. It does make fiscal sense

An old LA-class boat is good enough. Honestly.

I can remember participating in an exercise called "Colonel Potlatch" where my old boat, the USS Skate, "sunk" the latest in Anti-Submarine Warfare ships that the U.S. had at the time. Apart from the Soviet Union, no one had any advanced submarines to worry about.

As an aside, the first LA-class boat I toured was the USS Los Angeles. It docked next to us at Sub Base in Pearl Harbor in 1979 and a friend of mine invited me over for a tour. Very impressive at the time. Compared to the Skate, the Los Angeles was a roomy, modern boat. I was envious!
