savage racial history (and present) ever happened or has no impact today.

Does Rachel need mental help? I honestly don't know. Is she a con artist? I don't know that either but considering I don't know a single black person that hasn't known at least five white folks that want to be "Down" soooooooo hard they make total assess out of themselves on a semi-regular basis, my gut feeling is that she's closer to Column B than Column A.
