Interracial and civil rights themes are among his most famous subjects. There's nothing "surprising" about any of this to anyone who's ever looked at his paintings.
I do have to wonder how that little Dutch girl in the wooden shoes qualified as an illustration of Rockwell's paintings of "non-white" models.
