Ancestry.com has several old white pages scanned into their files, so one can actually access a phonebook from 1940 from Muncie, Indiana (just an example) and see where their relatives actually lived. By looking at people in the neighborhood, it can lead to other names because many still lived near their relatives. So, if you hit a dead end with one name, you find the name of someone who could be a relative and explore their history and suddenly new avenues open. There are "hard copies" in some libraries, but I don't know how common it is.
Is that a better explanation? I know I was a bit confusing.
