Of course, that was when suspicion was between nation states and not about every single inhabitant of those states. The USSR split apart when the many forced constituents were allowed to pursue their own goals and many days I am sure that the Tea Party will do the same for the USA. There are surely many who see opportunities for personal gain that way.

But I digress -- Surveillance, by showing a lack of trust that cannot help but be reciprocated, accelerates the fracturing of society into INDIVIDUALS instead of nations. Thanks NSA!
