What is going on there? Do you think it was a stroke or something? I mean what EXACTLY is going on with this person?

Did you ever watch the PowerPuff Girls? Do you remember the bad guy was a monkey named MoJo JoJo who talked EXACTLY like that person. Lots of rambling, repetition, could never ever get his point out in anything resembling a succinct fashion.
