that the minority cannot cheat. Cheating is really only plausible within the margins of error. They need to get the population to the polls the way they got them into the streets. First, though, they need candidates. They need to challenge every single politician holding every single job in that town. Then they need to get the community out to vote "the ticket."

The minority has held power in that town because the community hasn't had anyone to vote FOR. That needs to change.
