She's not yet accepted her Asgardian heritage. It seems like a too obvious move to do and it rings false that she would suddenly agree to do this. Recall that her last interaction with Thor she was punching him in the face. A lot.

The all-mother is definetly behind this and she's got her own agenda as to how Asgard should run. She's got young Loki doing sneaky-sneak for her on the down-low. No way the all-mother lets an opportunity to usurp the power of Thor get pass her.
