A spec script Warners optioned in 2005 for a Wonder Woman movie was also set in WWII.

We could make comparisons all day long between Cap America and Wonder Woman but Marvel certainly doesn't have a monopoly on super hero movies set in the 1940s nor were they the first to have a live action character there.
