3. I'd report the deaths.

When you see several of the same bird dead it could mean there's a disease outbreak. Since this seems to have spread it could be West Nile, a bird flu or even agricultural poisoning.

I'd report it to be safe, and do not handle the dead birds when you clean up. Wear gloves and place them in a plastic bag you can tie up. Then place them in a sealed garbage container and go in and wash your hands. Better safe than sorry.

I'm sorry you're having to deal with this.
