He spins and bluffs and blusters about the contents of the EO, and then signs a thing that is legalistically watered-down to 'hit the bullet points' and not get him impeached.

He's a clever little fucker. I may lose real money on a couple bets he'd be impeached within the first calendar year of taking office.
