...respect the relevant local laws in investigating and reporting allegations of sexual abuse by the clergy to the civic authorities, but do not make such reporting mandatory. The guidelines also reinforce bishops' exclusive authority in dealing with abuse cases.

They continue to insist on putting themselves above the law. This is unacceptable.
