The guidelines instruct the bishops to cooperate with the police and respect the relevant local laws in investigating and reporting allegations of sexual abuse by the clergy to the civic authorities, but do NOT make such reporting mandatory

In other words, act like you're respecting the law, but still cover things up if you think that's best. The guidelines are nothing but weasel words. After taking so long to write them, you'd think they'd come up with something more like "All allegations of sexual abuse shall be reported to local law enforcement agencies as soon as possible." Period. But they didn't.
