Here is a law review article that summarizes the case law on defining religion for legal purposes. Although the focus is on employment law, it has a sturdy summary of what the law considers a legitimate religious belief, purpose, or practice. That is essential in determining religion in any area of law.

In short, civil laws regarding religion are not haphazard, whimsical, random, or dependent on 'if we feel like accepting it".
