The torah is about mankind's relationship with g-d and each other.

A bark mitzvah and a cat mitzvah would be about our kittehs' and pooches' relationship with us, their 'humans'. And of course their relating to us, is already a part of who they are. They are born with that. They do not need to read it from anything.

We can just celebrate them as a gift from g-d. When all else fails us, they still love us.
