A male emperor penguin can be 3 1/2 to 4 feet tall, so these paleo-penguins weren't really significantly bigger. It's also worth remembering that 25 million years ago, ambient global temperature was warmer by about 4 degrees Celcius, and it's also likely that food stocks off both Antarctica, Australia and South America (which were likely habitats for penguins) were huge. Such penguins would have had no problem finding food.
