Every resident of Japan is required to participate in one of the health insurance systems available in the country. But some of them , as well as some visitors. are uninsured and just claim emergencies so that can get automatic health care, then skip out of the hospital without paying once they have recovered.

There have also been a bunch of crimes committed in Japan by mostly Chinese and other Asians.
