It's a tough situation. I live near Philly and I read the papers and hear on the news, when there are shootings, the residents are complaining why aren't the police doing anything to shut down the gangs and the drug dealers. So in Baltimore, a similar situation, a guy like O'Malley comes along and takes actions to do that. Maybe not perfect actions but it does get better. And he does stuff too like civilian review boards to address police misconduct. But then this is the shit he gets.
