If it were impossible, how are the Canadians, French, British etc doing it? Why do I care if I pay 500 a month to Cigna or to the government for a start, even if there are NO savings (an absurdity; simply negotiating pharma prices would save billions)? Tax is a dirty word only for fools. I care about my wallet as much as most. I don't however care about whether spend from that wallet is marked "tax" or "premium".
