He interfered with the voting process. A former President goes to a polling place with his Secret Service Entourage which disrupts traffic in the whole area and then with a Bull Horn in hand shouts for people to vote for his wife. Then he enters the polling place and shakes hands with voters disrupting the process even more.

The reason there's a 150 foot barrier for campaigning is because way back in our history there were thugs who tried to stop Union Members from voting by strong arming those who tried to exercise their right to vote. Plus, Mob Bosses who would go after people to make sure they voted for their chosen candidate in Chicago, New York and elsewhere around the country. The "Jim Crow" era when blacks who won the right to vote were intimidated by Clansmen and others to make sure they would be to afraid to be seen going in to vote at all.

What Bill did was a stunt. I question his judgement and his morality that he was so desperate to win Massachusetts that he would pull a stunt like this and think he could get away with it.
