On any given subject, there will be many experts who could provide more accurate, more detailed facts. Even if weight is given for creativity and ability to innovate, a person's intelligence will not be uniform over all things. (Even at this level, I see HRC more as the student, who studies hard and gets the "A", not the student, who is less diligent, but creates something profoundly different and insightful. Put another way, it is the difference between intelligent and brilliant. )
In addition, it is really judgment, vision and the ability to put a diverse group of advisers together and to ask them the right questions. Then they need, what might be the most important ability - they need to weigh the various arguments and to then make a clear decision. An added plus, is the ability to continue getting information and reassessing results after a decision is implements and having the courage needed to change course when indicated. I think it was brilliant of Obama if he was the one to suggest that Dr Moniz and Secretary Kerry work closely together on the Iran deal - I have never seen a team like that before. In addition, it was brilliant to include Pope Francis as an ally on changing policy on Cuba and, as we learned recently, helping Columbia make peace with FARC. )
Another important trait, whether working with Congress and internationally, is diplomatic skill. Here, I mean having the ability to listen to people at odds with each other and to HEAR what they are saying and craft compromises that can get people to work together.
However, it is not intelligence, wisdom, temperament, or strength of character that are the top skills in getting elected - though all would be pluses. There is a whole different set of skills that could be called POLITICAL skills.
