8. Yes, "Election Fraud" is better. Also "Vote Supression", "Voting Rights Violation", . . .

I agree, "voter fraud" is not the right term. It implies the misdeed was done by a voter, when it is typically being done by an elections official or other political actor.

Maybe "Undermining Democracy" would be a good term, too!
