I'm saying she has the means to make an immediate difference and control the process of improvement.

As far as their financial information, why bother to investigate the already heavily investigated? A vast army of financial experts and international lawyers have set this up, what could I, as a lay person, glean from those pages? However; the foundation controls billions of dollars. It seems to me the easiest way to amass a trust of billions is to do far less charity than you do gathering donations.

What I was referencing was their articles of incorporation. Who and how is the Clinton Foundation controlled? Mark Zuckerberg recently gave 99% of his shares in facebook to a charitable foundation he founded ($45 billion to the Chan Zuckerberg Initiative). His fortune became exempt from taxation as a non-profit charity. He retains complete control of those funds.
